THE phrase “constitutional crisis” tripped off the tongues of all those London broadcasters as if they knew what they were talking about; they didn’t. Hardly anyone does. I was talking to a retired but still very erudite civil servant the other day who told me: “I used to understand it, but I don’t think I do now.”
