North Korea and South Korea have engaged in talks aimed at improving relations but In-Bum Chun said Pyongyang is still developing secret weapons.
The retired deputy commander said Kim boasted suicide bombers would would kill themselves if it meant helping North Korea.
Speaking at the Policy Exchange think tank in London, he said kamikaze pilots could use old Soviet warplanes in sick attacks.
He said: “The entire country is a barracks. I try to explain to America that if we have to go into North Korea it’s not going to be like Iraq or Afghanistan.
“It’s not like trying to get rid of Hussein. It’s more like trying to get rid of Allah. Kim Jong-un and the Kim family is like a cult.
“It’s like having to pull out all of your teeth and putting them back in again.”
Kamikaze pilots could pack their planes with bombs and explosive fuel before purposefully crashing into enemy bases.
He said: “You have no idea how indoctrinated they are. You have soldiers who have defected and yet there is this inner belief in the own system that is ridiculous.”
The veteran, who retired last year after 40 years in the South Korean military, also warned of the inherent militarism in North Korea, with even children train to protect their country from Western enemies.

He said: “By age 14 a child knows how to fire an AK47, fire an RPG, throw a grenade, pitch a tent and march 24 hours.
“A 14-year-old child in North Korea probably gets more than 100 hours of military training a year.”

And he said time was running out for North Korea and America to reach a peaceful conclusion to their escalating war of words.
He said: “If they want to broker a deal with Americans, they need to do it now. This window is closing really, really soon.”
